France is hosting an international conference Friday aimed at ensuring Libya sticks to a plan to hold elections in December.
World powers are also expected to endorse efforts to remove foreign armed forces from Libya.
The US Vice-President Kamala Harris is to attend the talks in Paris, as well as the Egyptian President Abdel Fattah al-Sisi, and in a rare visit to Western Europe, Russia's foreign minister, Sergei Lavrov.
The meeting comes amid deepening political wrangling within Libya, which observers say threatens to unravel the country's peace process.
