Morocco’s Supreme Council of the Judicial Power (CSPJ) and the Belgian High Council of Justice signed, here Wednesday, a Memorandum of Understanding (MoU) setting out the general framework for strengthening cooperation between the two parties in areas of common interest.
The memorandum was initialled by Mohamed Abdennabaoui, First President of the Court of Cassation and President delegate of CSPJ, and Hilde Melotte, President of the Bureau of Belgian High Council of Justice, together with Bureau members Valérie Delfosse, Vanessa de Francquen and Lucia Dreser, according to a joint press release from the two Councils.
Under the terms of the memorandum, which is based on the values and principles inherent in the establishment of the rule of law in both countries and aims to strengthen bilateral cooperation, the two parties agree to work together to implement joint activities, according to the same source.
The areas of cooperation include the independence of the judiciary, the establishment of the rule of law, judicial governance, judicial efficiency, court administration, court digitization, judicial inspection, the management of magistrates' professional situations, the management and implementation of training and professional qualification programs, and other areas of common interest.
In order to achieve these objectives, the two parties undertake to exchange information, documents, instruments and any other means likely to contribute to the development of skills in areas of common interest, in addition to exchanging experiences and best practices acquired during their implementation, carrying out analytical and evaluation studies at the request of the other party, and issuing opinions within the limits of the prerogatives conferred to the two institutions.
The two parties will also provide specialized technical assistance by making available qualified human resources, set up working groups and participate in conferences or seminars organized by either party, or in the joint organization of such events, in addition to other cooperation mechanisms defined by the joint committee.
