China should set an absolute cap on carbon emissions between 2021 and 2025 to support its climate goals, said the China Council for International Cooperation on Environment and Development (CCICED) in a report released on Thursday.
In this report, the advisory body to the Chinese government said the country's greenhouse gas emissions are expected to peak before 2030, noting that China should control its absolute level of greenhouse gas emissions and impose caps on its industries.
In addition, CCCIED urged the Asian country to improve its carbon pricing system, to develop detailed plans and timetables for electrifying its transportation and moving away from conventional vehicles, and to create a renewable energy system.
According to CCICED, China should "restrict and gradually end" investment in overseas coal-fired power plants, and "take the lead" in international climate cooperation and governance.
